Leaf for Belgian buyers
FCV Tobacco Limited supplies raw flue-cured Virginia leaf, grown in Khyber Pakhtunkhwa, to verified wholesale buyers. In Belgium that means tobacco manufacturers, blenders and established leaf dealers. We sell the raw material only. We do not supply finished cigarettes, retail packs or tobacco-processing machinery.
Belgium is a real market for Pakistani leaf. According to UN Comtrade data published by Trading Economics, Pakistan exported unmanufactured tobacco and tobacco refuse worth about US$38.3 million to Belgium in 2024 and about US$32.2 million in 2025. What EU buyers usually ask for
European buyers generally ask for full documentation, pesticide residue analysis and traceability from field to container, and they tend to prefer threshed lamina strips or stemmed forms over whole leaf. Many specify residue limits by reference to CORESTA guidance levels. We issue pesticide residue analysis whenever it is specified, and every lot is confirmed by laboratory analysis before shipment. Each processing form is described on the products page. If your blend needs a narrow chemistry, the custom specification route builds a lot around your targets. We also supply organic flue-cured Virginia leaf, kept separate through curing, grading and packing and quoted separately from the conventional grades.
From Karachi to Antwerp-Bruges
We sell on FOB terms from an agreed port in Pakistan, normally Karachi or Port Qasim. Under the ICC Incoterms rules, FOB means our responsibility ends when the goods are loaded on the vessel, and the buyer arranges the sea freight and insurance from there. For most Belgian and neighbouring buyers the natural gateway is Antwerp-Bruges, the container port formed by Antwerp and Zeebrugge, from where the leaf continues by road, rail or barge to your plant. Your forwarder can quote the schedule and the freight for your route.
Minimum order is one full container, which holds about 15 to 20 metric tonnes depending on the form. Leaf ships in C48 cartons of 140 to 200 kg net, or in jute bags of about 50 kg for loose leaf. Payment is 50 percent in advance and 50 percent against the FOB shipment, and delivery to the buyer's port is typically 30 to 45 days. Documents with every container
Every container ships with a commercial invoice, packing list, bill of lading, certificate of origin and phytosanitary certificate, together with the laboratory analysis report for each lot. If you name an independent inspection company, its pre-shipment certificate is added. If your customs broker needs an additional document, tell us when you enquire and we will confirm what can be supplied.
What to settle with Belgian Customs and your broker
The buyer is responsible for complying with the law of the country of import. Before ordering, your customs broker or the importer of record should confirm four things: the tariff classification of the grade you buy, the import duty that applies to it, whether any preferential treatment for Pakistan-origin goods applies and what origin statement it requires, and the importer's own licence or excise status for raw tobacco leaf under Belgian rules. The duty for each commodity code can be checked in the EU's TARIC database. Rules for the finished product, such as those in the EU Tobacco Products Directive, are the manufacturer's responsibility and are outside what we supply. We do not give advice on these rules, but we will provide the documents and lot data your broker asks for.
How to start
Send your port, the grade or grades, the processing form and the quantity through request a quote, or message us on WhatsApp. We confirm availability and a written quotation. The whole site is available in Dutch and in French as well as English, and the request form works in each. To assess a lot before ordering, we can send representative samples with laboratory results once your company has been verified.
